In March 2020, the Regent Park Community Benefits Coalition secured a Community Benefits Framework Agreement with Toronto Community Housing and City of Toronto. View the Community Benefits Framework here

The Community Benefits Framework Agreement (agreement between Coalition, TCHC and City of Toronto):

• Secures TCHC commitments to the use of the Community Priorities report in negotiations with selected developer partner 
• Highlights key principles and values for the revitalization process
• Outlines roles and responsibilities of TCH, City and Coalition throughout Phase 4 + 5 revitalization 
• Identifies steps to the signing of a Community Benefits Agreement

Pending - Development Agreement (agreement between TCHC and selected Development Partner) is the agreement that outlines the terms and requirements of the development partner to fulfill the Public-Private partnership

Winter 2021 to Fall 2021 - Community engagement process to identify programs and initiatives to achieve the requirements for community benefits and establish a Community Benefits plan

Fall 2021 - Community Benefits Agreement (legally binding agreement between Coalition, TCH, Development Partner) to be signed within one (1) year of Development Agreement and after a Community Benefits plan has been finalized 

Community Priorities Report

The Regent Park Community Benefits Coalition has devised a list of community needs contained within the Community Priorities Report that was submitted to Toronto Community Housing Corporation on October 15th, 2019. The Report builds off best practices, existing community benefits projects in Toronto and City of Toronto policies such as the Poverty Reduction Strategy (2015), Social Procurement Program (2017), and Community Benefits Framework (2019). The Report speaks on behalf of resident voices and is filtered through many TCHC community conversations, SDP working group actions and RPNA consultations.

TCHC has committed to using best efforts to negotiate the community benefits needs as identified in the Report during the negotiation period. During evaluation of best and final offer (BAFO) process, TCHC will have regard to the Report when evaluating how the developer partner will support conversations around community priorities in accordance with the appropriate rated criteria.

After the BAFO is evaluated and the top-rated development partner is identified, TCHC will ensure negotiations are conducted to maximize the delivery of the community needs set out in the community priorities report document (see attached docx and PDF formats).
